President Obama's amnesty plan has brought another headache to the table: IRS refunds for illegal immigrants who DIDN'T pay taxes.

Or at least that's what IRS Commissioner John Koskinen just told Congress could happen, which is a complete 180 from what he told Congress just last week. It appears that the IRS doesn't really know what they're doing (of course is that surprising?).

During Koskinen's testimony he said that no one from the IRS told the White House about the potential tax issues with the amnesty plan, because nobody asked. He also explained how illegal immigrants will be able to receive tax refunds from the IRS. If they paid taxes using a substitute Social Security number, they will be allowed to apply for back-refunds. Which, is fine, the problem is that he went on to say that illegal immigrants that didn't pay taxes will also be able to apply for a back refund once they get their new Social Security numbers by use of the Earned Income Tax Credit.

Koskinen explained how this works by saying, "Under the new program, if you get a Social Security number and you work, you’ll be eligible to apply for the Earned Income Tax Credit." So, basically, the IRS will be handing out free money (from your pockets) to people who broke the law.

Only an estimated 700,000 illegal immigrants pay taxes, but there's up to 4 million that could receive refunds from the government.

Lawmakers are not too happy about this information. South Carolina Representative Mick Mulvaney said, "That’s just outrageous. If Congress had passed a law doing exactly what the president did, we would have had not only an estimate of the costs, but we would have also been required to propose ways to pay for the programs. This is just another example of the administration operating outside the rule of law."

Rep. Mulvaney was right, but Obama doesn't feel the need to explain his actions.
